The National University of Tainan has a long history of teacher training programs in special education. Way back in 1966, the Taiwan Provincial Program of Itinerant Teachers for the Visually Handicapped was set up on campus. The trainees were in-service teachers from regular schools and special schools for the children with visually impairment. After graduation, they functioned as itinerant teachers serving students with visual impairment and engaged in tasks related to Special Education in cities and counties all over Taiwan . Next, in order to extend special education to the areas of Tainan , Kaohsiung , and Penghu , another Special Education Center was established.
Based on recognition of the above-mentioned, the Department of Special Education at NUTN was founded in 1987. As well as the basic bachelor program, it added a summer program in 1988, a master program in special education in 1989, a master program in special education for in-service teachers in 2001, and two master programs, Assistive Technology, and Severe & profund disabilities, in 2006. A doctoral program of special education was approved in the year of 2008.
. Department Mission
It is the mission of the Department of Special Education to train students to
1• recognize children with disabilities and their needs
2• provide knowledge and skills for special education
3• cultivate the professional spirit needed for special education
4• promote research interests and abilities in the area of special education
. Courses
Students in the undergraduate program require successful completion of 128 credits including 72 credits in special education. In addition to the department requirement courses, there are five cluster courses for students to choose from, namely gifted education, mental retardation, learning disabilities, hearing impairment, and visual impairment. Students in the master program require completion of 32 credits and a thesis.

Current or prospective doctoral students may have research interests that cut across existing specializations or units within Educational Studies. Rather than requiring them to choose between fulfilling one or another existing set of specialization requirements, none of which may be the best preparation for the work they wish to do, we offer a cross-specialization option. Under this option, students complete an individualized set of requirements (in addition to the Educational Studies degree requirements applicable to all students) agreed upon with a faculty committee of three members.
This option is consistent with the traditions of inter-disciplinary scholarship and permeability of academic boundaries in the School of Education and at the University of Michigan. Indeed, Rackham offers such an option for students whose interests cut across departments or school

The Higher Education Administration program prepares scholar-practitioners for leadership in colleges and universities as administrators, educators, and scholars. Through an examination of higher education theory and practice, the program seeks to help students understand the diverse nature of higher education institutions and their participants. With this understanding, graduates are expected to develop individualized styles of leadership that encompass educational excellence, respect for others, and contextualized practices.

Roland Mitchell
Roland Mitchell, Assistant Professor in the Higher Education Administration program, joined the ELRC faculty in 2005 upon completion of his PhD from The University of Alabama in Educational Research. His dissertation is entitled Pedagogy, history, and culture: How professors think about race in their classrooms. His primary research interests include the impact of historical and communal knowledge on pedagogy, an exploration of the understandings that allow educators to provide service to students from different cultural, ethnic and social backgrounds, and the theorization of racial identity as it generally relates to collegiate experiences.

Motivation letter of max. 1000 words in which the applicant describes her/his reasons for wishing to attend the MES programme. This should also contain a (brief) explanation of the applicant’s research interests.
